What to listen for
A vivid answer shows they're actively imagining independence on their own terms, that's a healthy, forward-looking sign, and what they need most is for that vision to feel exciting rather than something to be managed or worried about out loud.
If their picture of freedom pushes back against current rules or restrictions, don't take it personally, it's natural for their idea of freedom to expand past whatever limits exist right now.
If they're unsure or say it's hard to picture, that's a fine answer, freedom as a concept can be abstract, and a vague answer doesn't mean anything is wrong.

Their picture of future freedom shows you what kind of independence they're craving right now, and how ready they feel to imagine a life fully their own.
