“Do you think the rules about how loud or messy you can be at home are fair? What would you change?”

What to listen for

If they push back on a specific rule with real reasoning, that's them testing the edges of the space they're given at home, which is a normal and healthy part of growing more independent. Listen for whether their complaint is really about the rule itself or about feeling constantly corrected, sometimes the volume of reminders bothers them more than the rule.

If they say the rules are fine, ask if there's a sibling or a time of day where it feels less fair, sometimes the general rule is fine but a specific application of it isn't.

If they propose something workable, take it seriously as a real negotiation, not just kid noise.
